China improves its official system

There has long been a joke about “the best thing” online:  Drive a car made in German, marry a Japanese girl, wear swiss-made watch, and be a Chinese official. There is no denying that Chinese officials enjoy more privileges than other countries.

According to Communist Party of China,  they will improve the selection, training and evaluation of city-level top officials, including Party chiefs and mayors.

As for selection, morality should be top concerns. An official should be loyal to the Party, the country and the people. He or she should have a good understanding of governance, the perspective and quality of being a leader, adopting a democratic style of decision making. Officials with rich experiences in administrative work were more likely to be promoted.

Better training and education will be provided for city-heads. The country will reform the system of official evaluation to better reinforce the standard of city officials. They will also apply stricter auditing rules on the financial situation of Chinese officials and tightening the rules of personal assets reporting.

Confucius once told a story on how to ensure the country is properly managed. Once upon a time, monks took turns to allocate food for others in a temple. Needless to say, everybody wants more food. They came up with an idea: the monk who allocating food will be the last one to get the food. Since the bowl with the larger amount of food will be picked up first, every monk will do their best to allocate the food fairly.

The mechanism works. It counts probably more than anything else, such as so called “Three represents”.  On the other hand, we see that in such a underdeveloped situation, a highly concentrated power turned out to be more efficient and steady, which is good for the long run. It is really hard to make a clear-cut comment on the current system.
